Is it supposed to be possible to make all the character decks at once? I don't have enough of two particular cards to do this. My box only came with one Potion of Glibness, and it's on two character's deck lists. Same problem with the Burglar ally - I only have two of them, and three characters are supposed to get them.
Come to think of it, is there a list somewhere of exactly how many of each card the box is supposed to come with?

No, you should only be able to make up to four characters at a time (or six if you have the character add-on deck).

Like I said, I only have one copy of a card that's in two character deck lists, so I can't make those two characters at the same time.

If you have the Character Add-On Deck, that should not be the case. Which two characters have the Potion of Glibness on their list?
Edit: I looked, it's Merisiel and Sajan. If you have the Add-on deck, there should be another copy of that card in there for Sajan.

I don't remember the details. I don't have the game in front of me. Just downloaded the pdf rulebook to check. The problem may have been the Potion of Vision, not Potion of Glibness. Harsk and Merisiel are supposed to both get that one. That sounds right. I'll double check when I get home.
In the case of the Burglar ally, it's on the list for Lem, Merisiel, and Seoni, but I only have two of that card, so I can't do those three characters together.
And I'm still wondering if there's a list of which cards and their quantities are supposed to be in the box. Now that I've made some character decks and shuffled the rest, so it would be more work to put them back in order to check against such a list...

That actually confirmed my problem. There's only one Potion of Vision in the starting box, which is on the deck list for both Harsk and Merisiel. In the mean time, there's also only two Burglar allies, which are on three character deck lists.
So what are you supposed to do if you want to play Harsk and Merisiel together?

The list in the back of the rule book is an alternate suggested starting deck. You do not have to follow it.
As page 4 of the rulebook says:
"Build Your Character. Each character needs a character deck; if you don’t already have one, build one. If you’d like to start playing quickly, use the suggested deck for your character provided at the back of this rulebook (see Starting Characters on page 21). Alternatively, you can choose your own cards to create your deck; the Cards List on your character card indicates the exact quantity of each card type that you must choose from the box to make up your character’s deck. You may choose only cards with the word “Basic” in the list of traits underneath the card name.
You can make your deck up using any of the cards in the deck so long as they have the word "Basic" as part of their descriptor. If you do not have enough of 1 card for all characters, choose another.

I set up all 11 characters (exchanging plate and starknife as recommend). The only thing I recall not working correctly is Blessing of the Gods. I was short about 12 of them to fill each deck. If you do this, you will only have about 6 basic cards left for building encounter decks (which would make loot higher grade that would actually get worse as you dump basic cards after the adventure).
