How do Oracles learn spells because the only way I see if when they level they get to learn a spell plus either inflict or cure spells. Do they get the ability to learn spells from scrolls and books? I saw this under their description
"To learn or cast a spell, an
oracle must have a Charisma score equal to at least 10 +
the spell level. The Diff iculty Class for a saving throw
against an oracle’s spell is 10 + the spell’s level + the
oracle’s Charisma modifier."

They learn spell when they level or if they take the Expanded Arcana feat or being of the right races and spending the Favored Class bonus to get extra spell.
The rule you cite refer to the minimum ability requirement to be able to learn a spell, but it don't get you the ability to learn extra spell outside of the methods specified in the class description (or other specific methods that explicitly say that they can be used by an Oracle).

Yup, it's just like Sorcerers. They don't really "learn" spells through any process. Mechanically, they just gain access to them as they hit the appropriate level and ability score. Flavorwise, maybe they "learned" a new way to manipulate the elements through practice or they discovered new ways to access the power of their Mystery/Arcane Heritage or whatever.
But as far as game mechanics go, it's simply "You're high enough level now. Pick new spells from your spell list." And those are the only spells they get (generally). They're much more limited than Clerics (again, like Sorcerers v. Wizards).
