Its unclear but likely not. With regards to attributes you need a permanent bonus to take a feat. Eg an 11 str person can't take power attack with bull str (temp bonus) but can with a belt.
So it isn't spelled out clearly but using the above logic it is likely no. That said a lot of gms let it slide I think.

I'd allow it. Obviously, the feat is only worthwhile when you actually have the claws available. To me, it's basically the same as qualifying for Power Attack when using a belt to get your strength to 13.
^ That may or may not be RAW. Honestly I'm not sure. That's how I'd run it absent a direct ruling, though.

Incorrect, as long as a character has a reliable way of satisfying the prereq they can take the feat. The reason the character can take power attack with a belt is after 24 hours the bonus doesn't count as temporary, it becomes permanent. The fly skill is available to a wizard or sorcerer even if they never take the spell. A barbarian who takes the claw rage power would be able to take weapon focus (claw) as they have claws available every day.
The other side of that is, it is a wasted feat when you don't have the ability available.
