DR has no effect on energy damage. However, most (if not all) devils have energy reistance 10 against cold damage. That would apply and would thus make him immune.

However, the damage from cold enviornments are not cold damage, it is a weather hazard damage that is different that the energy resistance to cold damage.
It is like saying having a Cold Weather Outfit does nothing against a Ray of Frost.
However, do the DR/Good reduces the enviornmental nonlethal damage?
While it is not explicitly stated that cold weather damage is cold energy it is pretty much a common sense interpretation that cold weather is cold damage and thus energy damage resistances would apply. However, its your game.

Can you make a ruling about the effectiveness of cold/fire resistance and evironmental dangers of heat and cold? Does cold/fire resistance negate the dangers of cold/heat? Does it reduce the lethal damage one would take if the fail the associated save? Does one get a bonus to fortitude save for their resistance? Inquiring minds would like to know.
Damage from cold temperatures is cold damage. Damage from hot temperatures is fire damage.

Cold resistance prevents cold weather damage as it is cold energy. Fire resistance prevents heat damage as it is fire energy.
