Shackled: What does that mean?

Just started Way of the Wicked, and I hope no one'll mind the spoiler that I'm currently shackled up good and tight.

Could someone point me to the rules stating the penalties for having shackles on your legs? And for having shackles on your hands?

Depending on the specifics of the shackling I'd put you at either grappled, pinned or helpless.

I believe you'll find them under the CRB's Combat Maneuver rules, under "Grapple". With the modifiers listed under "Manacles" in the Equipment chapter.
