Do characters get to add at least one skill rank per level up, even if their intelligence penalty is higher than their Skill Ranks per level?

What is more, that calculation is BEFORE the adding in bonus ranks from being human or favored class bonuses. So, a human Cleric with an intelligence of 7 (-2) can still get 3 ranks per level.
