Just stating upfront that this question has nothing to do with Whirlwind Attack.
Rapid Attack says "... combine a Full Attack Action with a single move..." and the LV20 Capstone Whirlwind Blitz says "... can make a Full Attack Action as a Standard Action..."
Does that mean at LV20, the Mobile Fighter can move with a Move Action, then Standard Action Rapid Attack, for an extra movement and Full Attack minus 1 highest BAB attack?

As I read your question, yes.
From the wording of the feats if you have Whirlwind Blitz and Rapid Attack you can definitely do that.
Start your turn with a Move Action. User your Standard Action to make a Rapid Attack (thanks to Whirlwind Blitz) which gives you a move action alongside your Full Attack (-1 attack at highest bonus.) Pretty amazing.
There is some room to argue that you only get one move action in the turn if you use Rapid Attack, but that is not how I interpret this.

Whirlwind Blitz lets you execute a Full-Attack action by spending a Standard rather than Full-Round action. This lets you move and then make a Full-Attack or make a Full-Attack and then move. Rapid Attack, on the other hand, lets you roll a move into your normal full attack action, at the cost of your first main-hand attack. So Rapid Attack, normally a full-round full-attack action, contains the move (and you can place the attacks at any point along that move) and Whirlwind Blitz lets you perform Full-Attack (and, by extension, Rapid Attack) as a Standard action. So I don't see any problem with this tactic, so long as you remember that your normal Move action must be taken either before or after, not during and only the movement granted by Rapid Attack can "split up" your attacks.
