Say I have the trait Fate's Favored:
Fate's Favored: The fates watch over you. Whenever you are under the effect of a luck bonus of any kind, that bonus increases by 1.

So if I cast Divine Favor:
Calling upon the strength and wisdom of a deity, you gain a +1 LUCK bonus on attack and weapon damage rolls for every three caster levels you have (at least +1, maximum +3). The bonus doesn't apply to spell damage.

It is now a +2 bonus on attack and weapon rolls?

Pretty nice if true.

It is indeed

Yar!

It's true. Fate's Favored is a sauce made from awesome. It is also good with Prayer, giving you a +2 luck bonus to attack rolls, damage rolls, skill checks, and saving throws (instead of only +1) while all enemies still take a -1 to all of the above. Of course, Divine Favor can give you a higher bonus on attacks and damage (max from the spell is +3, then Fates Favored adds to it to bring it up to +4), but the skill and save boost can be nice as well.

Indeed, any spell, ability, and circumstance that gives a luck bonus (even simply holding a luckblade) will grant a luck bonus 1 higher for you with this trait.

A great trait. Thinking of Luck Stone and Jingasa of the Fortunate Soldier...

...or Archaeologist Bards

Or Half-Orc's with Sacred Tattoos/ +2 to Will, Fortitude and Reflex is probably worth loosing Orc Ferocity and a Trait.
