Would a Sorcerer need to put time into researching spells so that he can grab them with paragon surge when he needs them? Or would a spell craft check cover this per the spell identification rules?
I could see it working like this, Sorcerer finds a situation that he needs to solve, rolls a Spellcraft (15 + Spell Level) check to see if he knows of a spell that fits the situation, and then if he is successful he can cast paragon surge to get the spell.

It's undefined specifically by RAW, excepting that it applies a feat. Knowing that, and since it gives no specific rule, it defaults to the general RAW. You would treat it like you normally would when you gained a feat by level up.
RAI has never been clarified and what you propose is a very common house rule but, while very common, it's not demanded by RAW.
