I'd bet on the usual answer being 'no' for the majority of campaigns. As Are points out, you can use the ARG to construct a "beast man" race that's 1 HD and thus more in line with playable race power levels. If your GM is somewhat disinclined to introduce a whole new race into his campaign, ask if you can play as a 'magical mutation': few GMs will resist the urge to tie your character concept to some psychopathic monstersmith or malfunctioning Cauldron of Life somewhere, so - hey - free adventure hook.
Now... to be Frankenstein's monster, Galatea... or Skynet?

Tieflings don't have a bite attack.
But they have energy resistance, spell-like abilities, and bonuses to Dexterity and Intelligence.
That does not really look like a minotaur substitute to me.
They totally can have a bite attack.

In fact, the Demon Lord, Baphomet, Patron of Minotaurs, makes the Tiefling a perfect choice.
Demon-Spawn Tiefling, for +2 Str, +2 Cha, –2 Int, along with the Scaled Skin, Fiendish Sprinter, and Maw or Claw alternate racial traits.
Ask to substitute Bite for Gore.
Heck, take Demonic Obedience feat, choose Baphomet, and eventually turn into a Minotaur.
