The 3rd level wizard in my PbP wants to use a Hero Point to increase the Caster Level of his Burning Hands scroll so it can do more damage then the usual 1d4 for a 1st level scroll...
Q: Should this be possible or is it too far fetched even for Hero Points?
If it would be possible, what would be the 'price' or 'difficulty' of doing such?

The scroll is set at creation. I would not allow it to be done. I would allow the player to retro the purchase just this once and get one with a higher caster level. Then I would hold him to future purchases.
Yeah I concur - the scroll being already written means you can't change its content just like that (even with a Hero Point).
Alas, it's a scroll that was given, so there is no option of re-doing the purchase...

The Special Section says there should be a check for such...
Special: You can petition the GM to allow a hero point to be used to attempt nearly anything that would normally be almost impossible. Such uses are not guaranteed and should be considered carefully by the GM. Possibilities include casting a single spell that is one level higher than you could normally cast (or a 1st-level spell if you are not a spellcaster), making an attack that blinds a foe or bypasses its damage reduction entirely, or attempting to use Diplomacy to convince a raging dragon to give up its attack. Regardless of the desired action, the attempt should be accompanied by a difficult check or penalty on the attack roll. No additional hero points may be spent on such an attempt, either by the character or her allies.
How about a Caster Level check to see 'how high' he could cast it at?
What about something in the lines of:
DC25+: +3 levels
DC20-24: +2 levels
DC15-19: +1 levels
DC10-14: no level bonus
DC9 or less: spell fails

I don't see why not.
Half elves can swap out their extra favored class for the ability to add 1 to CL of all spell completion and spell trigger items. (and really, any single class half elf should take this ability).
A scrollmaster archetype wizard can toss a scroll out at their full CL with all their Int bonuses and feats applied.
So clearly, getting a little extra juice out of a premade scroll is possible (and relatively easy for half elves)
The special rules you quoted above have the line:

And that seems much harder then just upping the CL of an existing spell on a scroll by 1.
So let 'em do it!
As to what sort of DC check... dunno... Though you'll probably want to factor in the level of the spell they're trying to spice up.
