I would say "No" since a cohort is not the same as a member of your court. Loyalty and all that. Leave something for the DM :P

Yeah, go ahead.
Even with a lvl 13 character, that have a 11th level cohort, you will certainly have a level 7 or 8 cohort, if you're lucky. And that suppose you qualify to have a lvl 11th cohort in the first place.

You don't need leadership to have a feudal society. There is a thing that is called RP for that.
