I am doing a campaign with a pair of characters (a drow sorcerer and a drow alchemist). I plan on making most of the intelligent races have to band together to stop this threat. I really don't know much about gods and other such divine beings... would one (or group) of the gods think it is a good idea to annihilate the entire planet? or should i just make up some "old gods" who don't like the planet make the behemoths (bestiary 3) and send them? I would like some opinions thank you.

Alternatively, priests of the Great Old Ones or Outer Gods will have similar aims as priests of Rovagug. Their minions are possibly less titanic though no less horrific.
Also seeking the annihilation of the Material Plane: Qlippoths, Daemons, the Div, Thanatotic Titans
Now, as far as the minions used…
Rovagug's children are the Spawn of Rovagug. The general traits for the species is covered in the Inner Sea Bestiary Guide. There aren't very many of them but they are each civilization wreckers.
If you're using the Behemoths from Bestiary 3 - those come from the First World - the gods' first attempt at creating life. A crazed fey lord could be responsible for unleashing a behemoth stampede upon the world…
