Its not a core rule in any book I know of (unless its in Ult. Campaign) so its a hard thing to answer.
Question: Why would everyone have maximum hitpoints? Hitpoints are abstract - its conditioning, health etc but its also luck, ability to roll with the blow etc. Having down time doesn't necessarily increase this.

No, just as it doesn't matter if PCs spend all of their wealth on potions to stay alive in a particularly dangerous adventure. The point of the game is to be able to keep playing.
And it doesn't matter if everyone eventually ends up with max hit points, just as it doesn't matter if all the PCs happened to roll max hit points.

I meant the new retraining rules in ultimate campaign - you can increase your maximum hit points (essentially up to what it would have been had you rolled maximum hit points every level). The constraints being gold and time.

Don't you think this devalues hit points, and therefore devalues the classes that focus on removing hit points rather than creating effects?
