This is something that I can really use for not just Kingmaker, but another sandbox game that I have slowly been putting together for a while now. I am still running a Kingmaker game, so I am using that AP to test out and learn how to run a sandbox before I jump into and run the completely home brewed one.

Some advice. I'm looking to make two buildings for the Kingdom Builder, since I'm running mine in Commonplace Guns setting. The first is an Arsenal to house ammunition and the second is a Battery, a water-bordering line of artillery against ships. How would do this, Jason? Thanks.
Sieges and siege weapons are covered in the forthcoming Ultimate War.
You could do them as Defense-providing buildings, but I think you'll find the rules we provide intriguing and a good fit for the system. :)

As for the POD, alas the revisions and re-layout of the product was not able to get done in time to bring print copies with us. Ace layout man Tim Wickham is moving back east and with the move he was not able to get it finished in time, but he should be back in business in a week or so, and should be back on the case as soon as he's settled.

Good point for batteries. Although when I was thinking of batteries, I had The Battery in my hometown in mind.
But what about arsenals, since their whole schtick is to be an armory for firearms? How would you stat up a building like that for Kingdom Builder?

It's an interesting point. Armories are implicitly included in things like Barracks and Garrison improvements; the troops are there with their gear. The same could be said for Watchtowers, Castles, and Forts. But in terms of a building that is more like a locked warehouse of weapons and war materiel, there's not really a separate one.
An Armory would probably have stats and size similar/identical to a Barracks, but you could make it the new designated building to create gunslinger elite units instead of an Exotic Artisan. I suppose if you wanted to make it vulnerable to explosions, you might give it a Stability penalty. :)
P.S. I go to visit Charleston once in 1992 and even had a little impromptu Easter sunrise service out on the beach side over near Isle of Palms I believe, but didn't end up getting to see much of the city, as our car started having alternator problems and we didn't realize it. We just realized we didn't want to stop too many times. We tried heading home but it ended up dying right outside Savannah. I got to see the parking lot for Fort Sumter!

Ah that's a shame. I've seen enough of Charleston to probably be sick of it, but I could never tire of that city.
Arsenals were actually their own buildings (look at the Venetian Arsenal and Kremlin Arsenal for examples) that manufactured, repaired, and held onto arms and artillery. The Venetian Arsenal is a bit of an exception, as it had all that AND built galleys in an almost assembly-line process. I think you're right about stating around a Barracks, or at least something between Barracks and Garrison. Definitely can see it as way to unlock elite units gun units. I'm actually taking the 3.5 DMG class demographic rules and applying them to the Kingdom Builder rules, allowing for higher level classes and apprentice-level classes when constructing certain buildings. I'll have to show you it when I'm finished.

I've never run the kingdom-building rules before in any form, although I am a long-time GM. Now I'm preparing for two simultaneous Kingmaker AP campaigns. I'm trying to decide how much of Ultimate Rulership to add to the Ultimate Campaign rules. Ultimate Rulership is a toolbox with a variety of tools, some more complex than others. What really needs to be in, what's in the grey area and what is probably not right for those who are worried they're in over their heads?

@Tarondor, if you've never run any kind of kingdom-building rules, the easy answer is to start small and play with them a bit, gradually adding new options as you go. Options like mass combat aren't going to be very relevant to your kingdoms for a while, and for that matter rules like Vassalage Edicts and Trade and Endowment and Diplomatic Edicts probably won't either.
Adding in new building types and city types is a pretty easy first step, as it's just expanding on things you can already do. The same is true for kingdom events. As your PCs' kingdom expands, you can introduce more rules options, maybe associated with certain kingdom sizes as a prerequisite if you want to tie it to something specific in the campaign rather than just an ad hoc "now you can do THIS" GM ruling.
You can even try out some new things in one campaign, others in the other, allowing you to experiment with them as a GM (and the players to get a try of using them and you to observe how it goes) without dumping all of the stuff simultaneously on both groups. That gives you more opportunity to adjust any rules to your liking and the preferences of your players before you introduce them to the other group.

This may seem like a silly question, but does the Expansion Edict replace Improvement or Promotion from the original rules? I'm putting together a rather extensive spreadsheet that's going to incorporate your optional Edicts (after all, I'm using them in my game!) but am not sure how Improvement and Expansion interact.

I did already post this on the product discussion page, but each page seems to have some different people following it, so allow me a repost here:
The updated files for Ultimate Rulership are now live and ready to go. If you bought your copy of Ultimate Rulership directly from Legendary Games, they've already been sent. If you bought here at Paizo.com or on shop.d20pfsrd or DrivethruRPG/RPGNow, the files have been uploaded so whenever they are processed by the respective sites they should send you an alert letting you know when they're ready.

The problem there is that when finalizing the building tile sheet to post up, I noticed something that eluded my notice during my original editorial pass: Four of the building tiles had the wrong names! *ARRRRGH*
We updated the file to correct that, but unfortunately that requires a new CreateSpace update cycle to approve any changes to your existing file. We updated the file this morning, and as of now it is still listed as "In Process." When we uploaded the file originally, I think it took about a day to go through approvals; I had hoped it would be faster with a correction, but not so.
Alas, the learning experience of our first print publication, but it's most important to get it RIGHT. Check back on CreateSpace tomorrow and hopefully it will be available for order then. My apologies for the inconvenience, and thanks for your interest in our product!

So the book I ordered from Amazon (and has already shipped) will have the errors?
Alas yes. Thankfully, as far as I can tell the errant building names were the only error that slipped through the cracks. Fortunately, I have already uploaded a free PDF of the building tile page at our site and on DrivethruRPG, so you can download and print them directly whenever you need them for your players' district grids.
I certainly wish our first print product had been utterly without blemish or spot and offer our sincerest appreciation for your swift purchase and our sincerest apologies for bringing you a product that was anything less than absolutely perfect. At least this can be said: If there was going to be an error this is probably the page it's easiest to solve, since it's the one page in the print book that you'd actually WANT to be printing out your own copies to give your players to cut up when they build those buildings in their cities.

Legendary Games has updated the Ultimate Rulership (PFRPG) PDF. They've provided the following description for the update:
These files have been updated to include the additional content added for the Print Edition of Ultimate Rulership, including full-text descriptions of all kingdom events instead of web links. Minor errors have also been fixed and a full page of color building tiles included for all new buildings introduced in this product.

Hmmm. I've gone back and looked at the DrivethruRPG file, and when I look at it, it shows up as being the right size. However, when I downloaded I had the same problem you did. I deleted and re-uploaded, and still no dice for me and several other people who tried re-downloading.
BTW, for any who are curious I uploaded the file to DrivethruRPG last night because it was the only site I could upload after hours, not because of any sense of favoritism for one site vs. another. Since the download at Drivethru clearly was not working, I have deactivated the product there.
Now that business is open, I have uploaded it to both right here at Paizo and d20pfsrd, so it should be available for free download shortly on both sites.
I am hopeful this will resolve the issue (who knew giving away a free product could be so much trouble!), but if you have any problems, you can always email us directly at makeyourgamelegendary@gmail.com, and we'd be happy to send you a copy.

I've just bought this PDF and I'm really impressed. (I'm slightly less impressed than I would have been, as I'd also bought the Cityscapes PDF as well, but still!) I hope that the following suggestions are a help to you. :)
The Disadvantages hyperlink on p5 (PDF p10) [and the Settlement link on p18/PDF p23] doesn't connect to the right page on d20pfsrd.com. (You want http://www.d20pfsrd.com/gamemastering/other-rules/settlements instead.) Your hyperlinks on p31 [PDF p36] are also out too.
I noticed four other inconsistencies related to the merge of the Cityscapes settlement traits, that you may wish to fix for a more finished appearance.
In the Abstinent trait, "The settlement religious or moral convictions" should be "The settlement's religious..."
In the special requirements for the God Ruled trait (which should probably be God-Ruled), you've mentioned the Utopian Experiment government present in Cityscapes, without ever mentioning what that is.
In the Bureaucratic Nightmare trait, you removed the accompanying table (which I think was a good move), but you left in part of the accompanying text: "e punishment (and the way around it) is."
Finally, in the Polluted trait, the settlement modifiers appear on a separate line, rather than being part of the main body of the trait.

Incidentally, after seeing what UC did to the government types and reviewing the new ones available, I still think the Utopian Experiment is distinct enough to stand as its own government type, though I did turn both of the original +/-2 modifiers into +/1 instead.

I'm looking forward to Ultimate Battle and Ultimate War too. I'm hoping they give us the ability to have smaller units within a larger army so you can have combined arms (meaning different types of units) within the same army.
Heck I'd be thrilled if it allowed you to make 'lances' in the late Medieval sense (a lance being a unit of troops; say, one knight/heavy cavalry, one light cavalry, three mounted dragoon archers, one crossbowman, one handgunner, one pikeman/heavy infantry, and one squire to see to everyone's horses). I doubt it will happen for reasons of being needlessly complex, but I'd be thrilled.

There is in fact a combined arms system in Ultimate War that allows you to do something very much like that (on a larger scale). And a lot of other pretty cool stuff too.
Great news! I'm looking forward more and more to these two books every time I hear something new about them.
