I am currently GMing Skull and Shackles and my players have found a treasure chest that they have not opened. Among other things in this chest, I want to give them a scroll of some sort (probably a copper plate, actually) that allows them to contact or possibly call to them a massive intelligent sea monster that already lives on Golarion. So I want something akin to a Gate spell and they know the true name of the creature. They don't have any control of it through the ritual or spell or whatever.
Is there a way to do this with the rules? I'm not opposed to making it up, but if there is a way I'd be happy to use it.

The tablet is a specially created Bracelet of Friends? Since the creature's name is on it, it can be used. Since the creature knows who's calling it, it doesn't have to be willing but it might be curious to find out. If it doesn't like them after the initial meeting it can just ignore future calls.
Depending on how often you want the creature called, instead of having four charms for different friends it has 4 charges for the same friend (the sea creature), maybe some have been used.
It should only work in locations that the creature can safely appear in though, like water.
