Secret rebels being famous

Council of Thieves

Okay, so the PCs are going to be part of this secret rebel group. How, then, can they continue to work with said rebel group while at the same time becoming locally famous?

Furthermore, if Arael, Janiven, and/or the other Children of Westcrown are actors in the Sixfold Trial then how would they be able to continue working with the rebels?

By taking care nobody knows they are rebels?

Being famous =/= being known as a rebel.

Caesar was killed by members of the senat, by all account pretty prominent citizens of rome, yet they succeded in keeping their conspiracy (aka rebellion) secretive enough for it to succeed.

During the Third Reich in Germany, the conspirators that tried to kill Hitler in the Operation Valkyrie were military officers of some reknown. The Kreisau circle in that same time was home to some people that may not have been actually famous, but 'known names'.

Maximilen de Robespierre was w well know lawyer and popular writer long before the Revolution, but during his time in the Jacobin Club, so I don't think a certain fame prcludes you from being part of a secret revolutionary group.

If your PCs are gaining Fame for public acts, and Fame is supposed to represent successes of the (secretive, possibly wanted) Children of Westcrown, I'd suggest having the other Children of Westcrown members successfully run operations whenever the PCs earn Fame publicly. Not only does it make sense, but it prevents the PCs from looking like the only ones taking initiative in the city (a trap I fell into).

Have the PCs wear masks. Have them be masked vigilantes who are famous for their exploits against the corrupt system of Westcrown. It solves the fame problem and gives the PCs an excuse to act like superheroes.

Their fame scores will tie directly to their exploits when they become the masked vigilantes, and decrease significantly when they aren't wearing them. Also, if anybody recognizes them, or they are seen changing into or out of their costumes, have the Hell Knights come down on them, allowing your heroes for a daring (and probably dangerous) escape.

Have the pcs use a secret name and code words to identify themselves. Try and enforce a 'don't tell me anything about yourself' policy in case they are captured, you know spy stuff! Even better if each pc thinks that they are the only one that has a secret identity.

Famous as rebels but anonymous. Like Anonymous, you know?

Ultimate Campaign actually has several points in its description of the Fame system that may be helpful for you.

Simply put, if the PCs are actively disguising themselves as a persona for their "rebel' actions, track fame independently for that identity. Meanwhile, track fame for their "real" identity separately. Should those identities ever become connected, such as during a dramatic reveal unmasking the true heroes of Westcrown, feel free to combine the fame scores together as appropriate.

There's more explanation for how that would work in Ultimate Campaign.

My players went for costuming. Our White Roses of Westcrown wore cloaks and hoods, with various full-face masks. Their color theme was black and white, and the designs were all different (though none of us are artists, so the descriptions were vague). Commoners recognized the players because of the masks and cloaks, but had no idea who they really were.

We also just handwaved the fame gained from the play, since that was done as normal people.

Eventually, the common folk sort of knew who the White Roses were, but by then, half of the commoners in town were part of the resistance anyway.

We have handwaved it I believe. Since we now have the backing of some nobles, we don't have to go around with masks.

The Children of Westcrown have faded into the background as well. Aside from Areal, Janivan and Fiosa, who is involved with a PC, we have little interaction.
