Sure. The caster has to have a sufficient caster level (one object of up to 1 lb./level) and every 10 minutes it restores 1d4 hit points to the object.
If it's magic armor that's been destroyed, mending will repair the armor but not restore any magical abilities.

That's what the spell is for, though note you need Make Whole if it's magic armour that was totally destroyed (instead of just broken).
