Hmm. Let me paint a more specific scenario:
Witch is grappled by warrior before she looses her hair. The witches normal Cmd is atrocious, however, her hair grants a significantly higher strength str and thus a better Cmd. So...does her hair, in effect, act as a global str buff affecting all her str-based rolls? The way they describe the spell, it seems to be a separate "thing" with its own stats, not a stat replacement for the witch.

The witch can instantly cause her hair (or even her eyebrows) to grow up to 10 feet long or to shrink to its normal length, and can manipulate her hair as if it were a limb with a Strength score equal to her Intelligence score. Her hair has reach 10 feet, and she can use it as a secondary natural attack that deals 1d3 points of damage (1d2 for a Small witch). Her hair can manipulate objects (but not weapons) as dexterously as a human hand. The hair cannot be sundered or attacked as a separate creature. Pieces cut from the witch’s elongated hair shrink away to nothing. Using her hair does not harm the witch’s head or neck, even if she lifts something heavy with it. The witch can manipulate her hair a number of minutes each day equal to her level; these minutes do not need to be consecutive, but must be spent in 1-minute increments. The hair functions just like and as dextrously as a human hand except it can't wield weapons. It's also called out as being able to make attacks. Now since all combat maneuvers are specifically called out as attacks here:When performing a combat maneuver, you must use an action appropriate to the maneuver you are attempting to perform. While many combat maneuvers can be performed as part of an attack action, full-attack action, or attack of opportunity (in place of a melee attack), others require a specific action. Unless otherwise noted, performing a combat maneuver provokes an attack of opportunity from the target of the maneuver. If you are hit by the target, you take the damage normally and apply that amount as a penalty to the attack roll to perform the maneuver. If your target is immobilized, unconscious, or otherwise incapacitated, your maneuver automatically succeeds (treat as if you rolled a natural 20 on the attack roll). If your target is stunned, you receive a +4 bonus on your attack roll to perform a combat maneuver against it.

I recently made a Witch with the Winter Witch archetype for Society and I took the Prehensile Hair Hex to have a 10 foot reach for the touch attacks. However, I found myself doing a lot of grappling with opponents. It was surprisingly effective. Thankfully none got loose and wrecked my face. I am certainly looking forward to getting that character leveled up. Was a lot of fun.
