So, this ability replaces wings of heaven and is useable once per day. The 20th level ability of the Celestial Bloodline, Ascension, gives you unlimited use of Wings of Heaven. Does that mean at 20th level you'd get unlimited use of Sacred Cistern instead?

No, I'd say you do not get unlimited uses of channeling energy.

There are two ways you can take this.

At 20th you get the Ascension ability and you finally get Wings of Heaven at the unlimited ability.

Or you simply don't have the Wings at all and use the rest of Ascension as normal.
