In contrast, feats like Extra Evolution apply to the character level, not summoner level.
Correct that is why multiclassing out of summoner is a bad idea, one of its main class feature doesn't advance at all.

Class abilities that mention level refer to class level, not character level, it's in the intro to the class chapter in the core book. On the feat side, it could be argued that you're right (from semantics, not from assumed intent), and since you're apparently multiclassing summoner, eh, why not?

Core Rulebook, Classes chapter, Multiclassing section, paragraph 3:
"Note that there are a number of effects and prerequisites that rely on a character's level or Hit Dice. Such effects are always based on the total number of levels or Hit Dice a character possesses, not just those from one class. The exception to this is class abilities, most of which are based on the total number of class levels that a character possesses of that particular class."
