The Ammunition section of the core rulebook says that drawing an arrow to fire a bow is a free action, but crossbows and slings require an action to load.
The weapon descriptions for crossbows and slings details exactly how long it takes to load them, but the description for the blowgun doesn't, and the ammunition section doesn't mention them either.
They're not mentioned in the Rapid Reload feat either, which implies that A) they're already a free action to load, or B) you can't load them faster with a feat.
I can only assume that the Paizo devs figured that the only time a character would use a blowgun would be to deliver poison in the surprise round, in which case it would be a move action to apply the poison anyway and you'd immediately switch to a stronger weapon. Is it possible to full-attack with a blowgun?

The NPC codex Horse Monk lists "Ranged blowgun +15/+10/+5 (1d2)"
He also has the Quick Draw feat, and since the blowgun is in the Thrown Fighter Weapon Group, it's possible that it's treated like other thrown weapons (move action or free with quick draw).
Which admittedly doesn't make much sense since drawing the darts is a free action, and for a weapon dealing 1d2 damage I doubt free action for everyone is really going to hurt much.

I don't think the rules actually cover this. A GM could make one of several rulings and call it "justified" one way or another.
I dunno what I would do. Has never come up.

I appreciate the link, but that statblock also mentions applying poison to javelins, which aren't listed at all under melee, so it may not be the most trustworthy source.
Are we even sure that you can draw the darts as a free action? The CRB lists "darts" and "blowgun darts" as two separate weapons, and has no weapon description for either (even though arrows and crossbow bolts get separate descriptions from bows and crossbows).

Well, that is a point that never made much sense.
Reloading a sling doesn´t take anymore time than reloading a bow if you are proficient. A crossbow has to be cocked yes.
But with a blowgun you need to draw the small dart, put it in the tube, lead that back to your mouth again, aim and blow.
Realistically that should use more time, but since we are talking of a 1d2 weapon that is primarily used to deliver poison which already is expensive and has mostly low DC´s, i would say you can full attack with it. Without any feat.

There's all sorts of errors in the NPC listings, it's more that someone at some point thought full-attacking with a blowgun was at least possible.

Draw or Sheathe a Weapon: "Drawing ammunition for use with a ranged weapon (such as arrows, bolts, sling bullets, or shuriken) is a free action."
They're not explicitly listed, but "such as" generally doesn't mean an exhaustive list.

Blowgun Darts Price 5 sp (10). Type ammunition. "The thin, light darts used in a blowgun are usually made of hardwood with a stabilizing fletching of down or fur. A dart is usually loaded from the back end just before firing."
Dart: Price 5 sp. Type simple. "This thrown weapon is larger than an arrow and shorter than a javelin, with a weighted tip and a shorter range than a javelin. Most darts are wooden shafts with a thick metal point."
