Does this mean the Weapon Familiarity that elves get applies to half-elves?
No. Nor do they get Elven Magic, or the elf ability score modifiers.
An effect related to race would be something like an elf bane weapon, favored enemy (elf), etc.

Not unless they take the Ancestral Arms alternate racial trait.

Counting as another race never means you go to that race's description page and gain access to that race's stat block. What Half-Elves and Half-Orcs get is the Elf and Orc racial subtypes, respectively.
Every creature has a Racial Type: Humanoid, Fey, Outsider, Dragon, etc.
Many creatures also have a Racial Subtype: Humanoid(Human), Humanoid(Elf), etc. Hybrid races like Half-Elf are Humanoid(Human, Elf). This means that, for anything that lists race as a prerequisite or a requirement for effect, that race qualifies based on its subtype(s). If you look at the sample core race builds in the ARG, you'll find that Elf-Blood and Orc-Blood don't even exist; they're just a vestigial remnant used to descriptively show the effect of multiple racial subtypes.

The reasoning for elves gaining certain traits, that do not confer to half elves, is that it is a matter of age, not DNA. The starting age for a half is between 21 to 38 years old. In contrast, the starting age for a full blooded elf is from 114 years to 160 years old. Elves are considered to be spending that long childhood and adolescence to gain a greater amount of proficiency in the skills and weapons of their culture.
It is not a matter of blood, it is a matter of training that lasts longer than most races live, and this is before an elf is considered to be an adult.
Obviously, some elven traits do pass through blood. Magic resistances and vision are two examples that a half elf inherits from a parent, regardless of the half elf's upbringing. The Ancestral Arms trait, grants a bonus with the assumption that the half elf was raised among elves, and must have been a prodigy to pick up the elven training at such a young age.
