I found a pic of a female Halfling with some sort of snake made of shadow wraped around her. I found the picture interesting but have no ideal how to do the familiar. Also was wondering what kind of Mage or Witch she might be. Any suggestions?

What makes you think that's a familiar and not like a smoky demon thing attacking her? Or a spell? An illusion she's making or some other creative art for a spell effect? Maybe she's a summoner and that's her Eidolon. I don't know, I really doubt that's supposed to be a familiar.
Halfling Wizard (Illusionist; Shadow sub-school). To create her familiar, I would add the "Shadow Creature" template to a Viper familiar (requires 3rd-level and the "Improved Familiar" feat). The template can be found here.
That the pic and I will read thought that template it might work well for what I need. @ mplindustries look at the pic its not attacking her its more a pet of some kind \
That's a gnome, from the 3.5 edition Complete Mage sourcebook. She's the example NPC for the Master Specialist NPC class.

It doesn't list her familiar, though, so what the snake is remains up to interpretation. I don't think it's a familiar, though.
