Yes. You read that correctly. The party is in a pocket plane of a mad god, so they have been coming across crazy stuff like this. One of the players really likes Nyan Cat, and has expressed that she wants to fight Nyan Cat. I allowed them to discover that Nyan Cat can be found in a part of this pocket plane that is much like WWI trenches.
So now I need to creat Nyan Cat. It is going to be a mini boss fight, so the fight needs to be challenging but not so deadly as to create a TPK.
The party is all casters. The game is heavily house ruled so everyone's class is custom crafted. In terms of roles we have one defender, one blaster, one stealthy, one buffer, and one heavy hitter. They are currently at level 9, but probably handle encounters as if they were 10 or 11.
Their AC ranges from 22 to 40, depending on PC and current buffs. One of them has some damage reduction. They do have access to spells that give them energy resistance and other defensive abilities.
The best offensive characters have no trouble hitting AC 20, and have hit AC 32+ with higher rolls. Creatures with saves at around 9 to 11 have been able to make their saves against spells on average rolls.
So, I need Nyan Cat to have an AC of about 28, have its attacks in the range of +15 - +20, its saves ranging from +8 - +13, possibly needs spell resistance and energy resistance, maybe some low DR.
I am also thinking of giving Nyan Cat some spell like abilities and a breath weapon to give it some special rainbow attacks.
The problem is that I have never built a monster and not much of a understanding on how to do it. A little help would be appreciated.

Adult crystal dragon. Comes with most of what you asked for. AC 27, attacks at +18-19, saves from +11-15, and a sonic breath weapon. also casts rainbow pattern and color spray at will....
I'd take that creature, call it nyan cat, and be done
That's pretty much perfect. Just change its type to Magical Beast (no need to change HP/Attacks/BAB, just the kind of weapons/spells/etc. it would be vulnerable to) or whatever you want Nyan Cat to be and run with it.
Make them watch this.

The plan is to put on the website with the counter on it. It will be playing loud enough to not be intrusive but still slightly annoying. That way the battle is just about player endurance as it is about character endurance.
and you could do This as the creepy follow-up to the battle with Nyan cat's corpse and a good couple dozen or so soldiers rising up as horrible undead.
