Wildshape and magic item effects

I am a DM and I have a PC that has been utilizing the effects of his "boots of levitation" and then wildshaping into a giant squid (huge size) and still levitating as if under the same effects.

So,

Dwarf activating "boots of levitation"

wildshapes into giant squid (huge size)

Levitates up as if under the effects of spell

Is this congruent with your interpretation of the rules?

As per polymorph items meld into your new form and only item bonuses remain, levitate is not a bonus so no.

Alternatively say he needs 5 pairs of boots.

I'd say he needs to get the 'swim through air' spell onto his prepared spells for the day. ;)
