Calculating Vampire CR

Say you have an NPC that's a 10th level wizard and a vampire. Is the CR 11 or 12?

NPC 10th level wizard=CR 9
Vampiric 10th level wizard=CR 11

The example in the book is a level 8 sorceror (cr 7) and a vampire (cr +2). Definitely CR 11.

EDIT: I mean that for the example in the book, the CR presented for the vampire sorceress was CR 9 and that you should go with CR 11.

CR 12, templates can't lose CR like monsters with class levels can.

Edit: Ignore me, I forgot that base races with levels are CR-1.
