Do Paladins have to follow a Deity in order to have there abilities or can they follow teaching's ?

In PFS, yes. Otherwise, not unless the DM says they do.

Also, since paladins have to choose a deity that is one alignment step of themselves and since paladins have to be LG, they can only choose a deity whose alignment is LG, LN, or NG.
