Hey all,
I am building a Halfling Paladin of Iomedea from Lastwall for a home campaign of Carrion Crown. I am planning on going mounted for my Divine bond and need some clarification on mounted combat. My goal is to take mounted combat, ride-by-attack, spirited charge, and wheeling charge. Now I know that I can make a charge attack anytime during the charge and can even make a 90 degree turn. The question I have is: can my mount make any kind of attack in the process or is it just a delivery vehicle for my 3x damage?

"If your mount charges, you also take the AC penalty associated with a charge. If you make an attack at the end of the charge, you receive the bonus gained from the charge. When charging on horseback, you deal double damage with a lance (see Charge)."
Since it's your mount charging, I'd think it's pretty clear that your mount gets an attack.
Sometimes this doesn't work out (you have a lance, your horse has 5' reach), but since you'll be riding by, that shouldn't be an issue for you. Since you can attack at any point, you could even -- though it doesn't make sense -- see if your riding dog manages to trip the target before you turn around in the saddle to stab your now prone victim with a lance.

Your mount cannot make an attack while you are making a Ride-by Attack. Ride-by Attack allows you to attack in the middle of a charge and continue your movement. It applies no such ability to your mount.

You can charge without making an attack. You'll notice that the charge action states " After moving, you may make a single melee attack."
You and your mount are separate creatures, so unless a feat specifically says otherwise, it only affects whichever one of you actually took it, and you each need to meet all the conditions for whatever action you are trying to perform. That link is awesome. Thanks!
Although it's probably better to just use my attack and keep the mount away from the BBEG. I see that there could be two possible ways for both me and my mount to get an attack while using ride-by attack.
1) We charge at the same target. At ten feet away I take my attack with a lance, I then utilize ride-by-attack to continue moving. At 5 feet from the enemy, my mount makes it's charge attack. Movement ends with us adjacent to the enemy.
2) This option requires 2 enemies to be lined up. We charge (at different targets), halfway through the charge I take my charge attack at the first enemy, using ride-by-attack we move on and end our movement next to a second enemy. My mount then takes it's charge attack against this second enemy. We end up adjacent to the second enemy. With wheeling charge these enemies don't even need to be in line as I can make up to a 90 degree turn after my charge attack in order to line up the mounts charge attack.

Yeah, those were pretty much the only options I saw as well. I think it actually opens up the tactical side of mounted combat a bit and definitely makes the cavalier and other mounted combatants play very differently from other characters. Their single creature damage is bit less than it might otherwise have been, but you can spread the hurt around a bit and do some pretty cool things.
