If you wanted to have 4th level spells faster, the only way to do that is to be a wizard. Sorcerors, by design, get their 2nd-level and higher spells one level later than wizards. It hurts a little, but that's the way it is. There are no feats, alternate class features, archetypes, or magic items available that change this.

I was just about to edit my post to reframe the issue mplindustries.
I'm looking at a character sheet, built presumably with Hero Lab, for a sorcerer who lists 1 fourth level spell slot. I know that is impossible, but rather than tell the player the bad news I want to get all the facts straight first, especially since I am not the DM.

Prepared casters get spells quicker, dont have longer casts for metamagic, but must prepare ahead of time, get a wide selection of spells.
Spontaneous Casters can cast any spells known on a whim, get spells slower, get limited selection of spells.
Is a trade-off, So it makes sense for prepared caster to have metamagic XD. Sorc's and the like can just shoot off whatever spells they want, is why alot of sorc's go more evocation boom boom blast spells, and wiz are more utility(which are stronger...>.>)
They may get a 4th level spot for CHA score, but they dont know any, cant learn any, or use that spell slot until their class unlocks that tier.
