Obscuring Mist Concealment: 5 feet away or 5 Feet away

Rules Questions

So, we've got a guy who was in a 5 foot square of mist, does that mean he has total concealment from people 10 feet or more away, or that he has partial concealment from everyone?

My GM says the former, but the latter makes more sense IMO. Dev commentary (unofficial or otherwise) anyone could find would make my day.

Wouldn't that depend on the particularities of the mist in question?

It's Obscuring Mist mist.

How did you get a single square of obscuring mist?

The mist gives concealment (20% miss chance) to adjacent targets (five feet away). More than five feet of mist is total concealment (50% miss chance.)

The spell description doesn't say what to do if someone is, say, 20 feet away with a bow and the target is on the last edge of the mist, but I would rule that to be concealment with a 20% miss chance just as if adjacent.

I hit it with a Fireball but missed a square. Guy was hiding in the one square at the edge of the mist I didn't hit.

Liberty's Edge

From obscuring mist: "The vapor obscures all sight, including darkvision, beyond 5 feet. A creature 5 feet away has concealment (attacks have a 20% miss chance). Creatures farther away have total concealment (50% miss chance, and the attacker cannot use sight to locate the target)."

Distance: "As a general rule, distance is measured assuming that 1 square equals 5 feet."

A creature that is in an adjacent square is five feet away. If two adjacent creatures are both in the obscuring mist, they get 20% concealment from each other. Anyone who is not adjacent is more than 5 feet away has total concealment and cannot be located by sight.

If a creature is in mist on the edge of the obscuring mist, it's a bit contradictory as to whether they have partial concealment from those outside the mist; there is less than five feet of mist between them, but the distance is 5 feet or more. I GM this as providing concealment in both directions. Someone on the edge of the mist and for whom line of sight does not pass through a misty square will not have total concealment.

Note that all mist and fog is the same, so there is no need to distinguish between sources (AFAIK):

Whether in the form of a low-lying cloud or a mist rising from the ground, fog obscures all sight beyond 5 feet, including darkvision. Creatures 5 feet away have concealment (attacks by or against them have a 20% miss chance).

Silver Crusade

I would rule it as AD and as Rynjin would. I always rule that creatures on the edge of the mist have partial concealment from anyone on the outside of the mist whose line of sight does not pass through the mist.

I had this come up in a game I was hosting just last night. PCs would be outside the mist attacking the spellcasting monster who, at times, was standing at the mist's edge.

I've done it the same way Adamantine Dragon said, 20% miss chance.

Looking through up to 5' of mist = 20%
Looking through more than 5' of mist = 50%
