I just got the Advanced Race Guide and I like a lot of the races in there but I'm not sure which are legal for play.
I'd like to make characters of the Ratfolk, Changeling, and Goblin races but I haven't a clue if they're allowed or not. I know that the book is an "offical" pathfinder book but I also know the PFS has strict rules on what is allowed. Is there a place I can go to see a list of all accepted races?

On the Pathfinder Society page, under Player Resources, their is a link to the Additional Resources page. This details what is, and is not, PFS legal from published material.
To specifically answer your question - CRB Races, Aasimar, Tiefling and Tengus are legal for all players. Any other race requires a specific boon.

The races allowed as standard are the ones from the core rulebook, plus tengu, tieflings and aasimar. You still need to have the relevant rulebook to play one of the last three though (which, if you have the ARG, you do).
Other races are made available through special boon chronicle sheets, generally only available from volunteering or GMing at cons, or winning draws/events.
You can see what is and isn't legal on the Additional Resources page; note the following text under the entry for the ARG:
To create an dhampir, fetchling, goblin, ifrit, kitsune, nagaji, oread, sylph, undine, or wayang character, you must have a Chronicle sheet that opens the race as a legal option at character creation.
In Chapter 2, nothing from the catfolk, drow, hobgoblins, kobolds, orcs, and ratfolk entries are currently legal for play.
In Chapter 3, nothing from the changelings, duergar, gillmen, gripplis, merfolk, samsarans, strix, sulis, svirfneblin, vanaras, and vishkanyas entries are currently legal for play.
Goblins are the rarest additional race (only available at one event so far), and the other two races you mentioned aren't currently legal at all, so you're out of luck for now.
Having said that, We Be Goblins! allows you to play a goblin pregen for PFS credit; the forthcoming adventure 'We Be Goblins Too' will presumably have a similar option.

All these answers and nobody gives the official answer?
The Pathfinder Society Guide to Organized Play is a free download, which every PFS player should have. Page 7 of the latest version says:
Select your character’s class and race from the choices
offered in the Core Rulebook. You may also select aasimar,
tengu, or tiefling as your character’s race with access to
the proper Additional Resources book.
In other words, you can play any of the seven races from the Core Rulebook, or a aasimar, tengu, or tiefling. But to play those last three, you must have the appropriate book that describes them, which the original poster apparently does, since he (she?) mentioned having the Advanced Race Guide.
Sometimes at conventions, you can win a special boon that allows you play an additional race besides those ten, but don't rely on getting one of those until you actually have it. I just thought I'd mention it so you understand where people are coming from when they mention characters of other races.
