Tengu don't have wings, so they would need magic in order to fly. Those with access to the fly spell have Fly as a class skill. All it's really costing you as a non-class skill is a +3 bonus.
As has been mentioned, Tengu have no wings, their forelimbs evolved/were made into taloned hands, hence they'd have no reason to be good at flying.

I always thought there should simply be a trait that gives you a +1 trait bonus to a skill and makes it class, insert your own flavor. But that won't help you in PFS.
You could dip your foot into Sorcerer though, using that blood (Empyreal) that gives you Wis based casting. Maybe go Arcane Archer later as well.
Sounds like you need to check out Kobold Quarterly #14. This is an alternate racial trait for Tengu.
Skybound: Some tengu view their avian appearance as a sign that their race was meant to soar the skies. Known for spending hours or days atop trees, buildings, mountains, or any other structure of any height, eyes to the sun, feeling the wind play across their feathers, these tengu long to float among the clouds. Tengu with this racial trait gain Fly as a class skill and can take ranks in Fly without having a natural fly speed and can use Fly to negate falling damage (see Fly skill) without a having a fly speed. This ability replaces low-light vision and sneaky.edit: ah, missed this was for PFS...not sure if thats approved yet.
What's actually cute is that's pretty much how bird flight evolved.
A bunch of feathered dinosaurs hanging out in trees (the feathers were for warmth). Sometimes they'd fall, and those with better gliding feather patterns would survive, creating a natural selective pressure to ensure that those who could glide would survive more often than those who couldn't.
At least that's what our best evidence points to.
So, potentially, an entire clan of Tengu with that trait could eventually evolve flight assuming their environment favored those who could glide.
You missed a trait. Wisdom in the Flesh (Irori) gives you Fly as a class skill and ties it to Wis rather than Dex.
@Booksy: The ARG has an alternate racial trait called Glide that lets a tengu avoid falling damage by making a DC 15 Fly check
Having fly as a class skill doesn't mean much if you have no way to fly/glide, so he would want to have that as well.

There is also a racial paragon class for Tengu, called Hishoken, also from In the Company of Tengu, which eventually gains a limited flight/glide ability.

Ben you are a gem! Funny thing is I already took that trait to have a decent Diplomacy while still using Charisma as a dump stat (and I just realised Hero Lab was letting me even though Diplomacy is a Charisma skill, lol). But using it to get Fly instead fits my vision for the character much better.
As for the wings/no wings thing, I am going with the glide alt race trait and eventually plan on taking the "hey I got wings sorta" and "holy crap I just turned into a large raven" Tengu feats on down the line.
And as for what My Tengu is gonna look like, I dinnae care what the book says, I'm gonna look like this (LOL):
