Potions and Scrolls for 2nd and 3rd level spells question

I am trying to sort out purchase availability of potions and scrolls for spells higher than 0 and 1st level.....

According to the "Guide to Pathfinder Society Organized Play" pdf, I can only purchase potions and scrolls for 0 and 1st level spells.

But according to the discussions on these boards (at least that I have found so far) [http://paizo.com/threads/rzs2org2?Buying-potionsoils-of-higher-levels#1], I could actually purchase higher level potions and scrolls without having a chronicle sheet authorizing it.

What is the real deal here?

Level 0 and 1 are on the "always available" list. For higher level ones, you need to meet the fame requirements.

Okay, then how do the fame requirements work? I have 10 Fame at this point.

In order to purchase any item in Pathfinder Society, the item must qualify by one of these three requirements:

1. It can be on the list of "always available" items on pages 24-25 of the Pathfinder Society Guide to Organized Play. This includes all non-magical goods (other than firearms and dragon scale armor), +1 weapons, +1 armors, +1 shields, potions and scrolls of level 0 or 1 spells, and Wayfinders.

2. It can be on any chronicle sheet your PC has earned.

3. Its total value can be less than the maximum item value you can purchase for your fame, as listed on page 26 of the Guide to Organized Play. Remember when upgrading items that this is based on total item value after the upgrade, not just what you're spending on the current upgrade.

Actually, I think I get it now..... I have 10 Fame Points, so as long as I have the cash and I am in a large settlement, I can purchase any item up to 1500 gp in value. Yes?

Between adventures, you're always considered to be in a large enough settlement to buy anything you want. This is based on the assumption that you usually check in with the Grand Lodge in Absalom between missions, even if you don't actually travel there every time.

But yes, that's essentially it.
