Dwarf (Craftsman alternate racial trait) cleric (forgemaster) 5/wizard (universalist) 3/mystic theurge with Spellcraft maxed and at least a couple ranks in Craft (Armor) and Craft (Weapons), plus any other Craft skills desired. Craft Magic Arms and Armor and Scribe Scroll are bonus feats, so pick up Craft Wondrous Item, Craft Wand, Craft Rod, Craft Staff, and Forge Ring as well to make just about any magic item; you can even take ranks in Craft (Alchemy) and the feat Brew Potion to make alchemical substances and potions if you want. Fabricate, either as a domain spell or a wizard spell, will let you create the physical shell of a magic item quickly and easily (even masterwork armor and weapons if you have ranks in the appropriate Craft skills). You will have just about every possible required spell available as a cleric or a wizard (if you can find a copy for your spellbook), so it will be relatively easy to add the +5 to the creation DC to reduce the creation time per Core Rulebook pg. 549 in addition to the Master Smith class feature (which only applies to metal items).
The Master Craftsman feat with a non-caster will be a lot more limited, since it only applies to a single Craft (type) skill (i.e., armor or bows or weapons with Craft Magic Arms and Armor, not all three). Also, the feat does not have wording stating you can take it multiple times for different skills.
