You don't make a point blank shot as a declared attack. Point blank shot's bonuses are in effect when ever you are in range. If you are thinking of passive in the way computer based rpgs do, then yes it is passive.

Ah, the language of computer based rpgs.

Not everyone knows it, and it is unwise to assume they do.

I myself, love tabletop RPGs, but am completely uninterested in computer RPGs, and really do not like MMORPGs.

When I am expected to like all, or none, I cringe.
