Barbarian Rage powers and skills

I've never really paid that close attention to the barbarian changes from 3.5 to Pathfinder before now, and now that I'm looking at it, I noticed a couple of things that I'm not sure on. I checked the FAQ and did a quick search, but couldn't find a clarification, so...

A barbarian raging cannot use Dexterity, Charisma, or Intelligence-based skills, yet a couple of the rage powers give advantages to some skills of those nature (ie, Intimidating Glare, Raging Leaper, etc.)

Are those exceptions to the rage rule, then, or do they simply allow the barbarian to use those skills without applying any ranks he may otherwise (non-raging) have in the skill?
