Well, both elves and Azlanti had well developed magic-based civilization so existence of permanent area magic effects and fixed sources of magic powering nearby magic devices would be certainly possible. And Shory had flying cities that flew by the Aeromantic infadibulum.

James Jacobs has said before in his "ASK JAMES" thread that the Elves of Kyonin have a magic-based civilization and dabble in powerful ancient magics, but they do not utilize magic-fueled devices like Azlant or Thassilion (sp?) did/does. Elves mostly just use magic to aid in every day tasks and living, not to create advanced technology.
Don't ask me to find the post though, as it was nearly a month ago that I saw this.

Flavor wise Elves are more like aliens from an Edgar Rice Burroughs Venus style world rather than wearing the Fey hat seen in the Forgotten Realms.
You can certainly make up equivalents to mythallar using different names, they just haven't been spelled out by Paizo who can't use the Realms names.
Keep in mind that Golarion hasn't had four decades of development so most of the fine detail stuff still hasn't been committed to yet, or have been purposely left open for home GM development.

Dave Gross's Queen of Thorns provides an array of details about Kyonin's society and geography, including an ancient elven setting that might be redolent of mythals -- and in any case demonstrates an influential view on elven magic on Golarion.
