The ability itself allows the vampire to fly by sprouting wings or floating unnaturally, but my question is this; What about vampires that have the racial ability to fly through the use of wings? Nothing is mentioned in the ability entry on what On Dark Wings does in these situations.
My first thought is, how many races in the game that can become vampires actually have wings that can be used for flight? Aasimar with some feats and the Strix are, admittedly, the only ones that come to mind.
My second thought is, why would he need to even use On Dark Wings if he already has wings? In this case, it would be a template feature that does the same thing as a racial feature. I guess you'd use one if the other doesn't work properly.
Well since any living creature with at least 5 HD can become a vampire... a lot of them can.

not, really, maybe because the playtest assumes that human or any from a seven core races were turned into vampyres?

Wouldn't you normally just take the better of the two? I'm not sure if there is any exact ruling for it somewhere, but the Half-Celestial Template from the bestiary seems to set a similar precedent.
Speed: Unless the base creature flies better, the half-celestial flies at twice the base creature's land speed (good maneuverability).
Although, if the mythic vampire has a fly speed that is faster than its land speed, it might make more sense to work from that one.

Any creature / race that can take class levels can acquire wings. So quite a few races can if they choose to..
Draconic Sorc gets wings at 15th that are unlimited in their uses per day, but take time (a full round? an action? I forget) to grow. Celestial sorcs get wings at 9th for X duration a day. Without knowing the intracies of the class, I'm sure someone has a skinisuit summoner out there with wings somewhere or other.
