How do you make show and hide buttons with pbp?

when you post, if you look at the bottom underneath preview cancel and submit post, there's a "how to format your text (show)" click show and it tells you.

Also, underneath the box where you write your text...there's a little blurb that says "How to format your text" with a Show button. That gives you a bunch of the commands to do these kinds of things.

I'm also new to PBP. I got the Show buttons figured out, but I have another question: if I'm DM, how do I add players and characters to the campaign?

I'm talking about the "players" and "characters" tabs in my campaign. Do I add new players there, or do they add themselves? And in either case, how does it happen?
