I think some people disagree with me on this, but the Familiar list goes by arcane spellcaster level. I don't think Arcane Heritage gives you a caster level, but I know some say that "caster level" and "spellcaster level" are different, and your phantom sorcerer levels are "spellcaster levels."
If this question weren't for PFS, I'd probably say, "ask your GM."
May I ask why you'd want a Celestial Monkey, though? Is this a flavor thing? Because they're not exactly a good familiar choice...

The sorcerer power Arcane Bond specifically states 'as a wizard equal to your socerer level' in regards to the power level of your familiar. It does not mention caster level. Even if you're going by the Improved Familiar chart, it doesn't mention caster level either. It specifies Arcane Spellcaster Level. Wizard is an arcane spellcaster class. I can understand the confusion, but its the same way a 'race trait' and 'racial trait' are not the same either.
Eldritch Heritage says 'treat your sorcerer level as equal to your character level -2.
So, as long as he has a Neutral Good Alignment and the feats Skill Focus Knowledge:Any, Eldritch Heritage Arcane and Improved Familiar by 5th level, yes he would count as a 3rd level Wizard and would qualify for a Celestial Monkey by RAW.
