Any chance we could see a 32 page release on this subject (say about the time Reaper ships the bones kickstarter).
There is a hoard of information on the internet, from written instruction to videos. I don't see how Paizo is in a position to teach painting, unless they are publishing what someone else wrote.

GW has a good 32 page book "how to paint citidel miniatures" that has some really good looking step by step guides and ideas on color choice and stuff

The how to paint Citadel minis book is out of print but you should still be able to find it from some distributors.
If you go into the miniatures subforum (the general one, not the one on Paizo's miniatures), there are a plethora of threads on how to paint, plus all the tutorials on the 'net Ciaran Barnes noted.
And really, it's better to look at multiple tutorials and series of advice because there's no one right way to paint and getting the perspective of multiple painters is invaluable.
I would guess that Sean would gladly write this in his free time :-) Possibly already has.
