Just to make sure I run this correctly (my PC's are about to encounter their first), a hoarfrost spirit's cone of cold has a caster level of 3, so it'll do only 3d6 damage, right?

Yep. The problem is that the party will be running into them eight at a time. That adds up.

No, there's no limitation when it's a spell-like ability.
