Effects that trigger on damage and Temporary HP

Rules Questions

Say a creature has temp HP from say false life

They get hit with a spell that does damage and has an associated effect that applies when the target is damaged.

if the damage done does not do lethal damage i.e. doesn't exceed the current temp HP, is the effect negates/doesn't apply ?

There is no difference between temporary and non-temporary hitpoints as far as suffering effects are concerned. If you take damage the effect applies unless it specifically states otherwise.

which feels odd since technically you've taken no damage

You have taken damage, it came off of your temporary hitpoints. That is damage just like any other damage. You are creating a distinction on what is and is not damage where there is none.

The difference is in the hitpoints, not the damage you've taken.

Temporary hit points are... like life-force crumple zones. Something got damaged just not the essential permanent parts. Still part of you, just more than you would normally have.
