I want to play a goblin that throws fire like the crazy basterd should. He wants to do lightning, ice and whatever destructive thing he can get his hands on too. With a 20 point buy 11th level and Pathfinder only products please give me advice on how to make Gobby the most powerful goblin destroyer in Golarion.

Don't have the energy to think of a spesific build so just some general things.
Well the -2cha does hurt sorcerer option apart from sage archetype.
(Evocation) Admixture specialist wizard would be pretty good since you can change the energy type 3+int mod/day when you meet those pesky things with immunities and resistances.
Primalist is something you might want to consider if it fits the concept.
And with blasting, metamagic is your friend, especially rods. Actually you want to get Craft rod. Spell perfection is something you want too.(later when you qualify)
Anything that increases the DC of the saves is nice.
with the +4Dex you might want to get more than usual ranged touch spells.
Also with spell choosing you should make sure to get some BFC so that you can get the enemies in tight groups to blast the daylights out of them.
Improved initiative is definatly something you want. If you go the familiar route get also something that increases your initiative. Also advise your party to hold actions after you when it is smart, so that you can use area of effect spells without worrying about hitting them. That reminds me that you want Selective spell.
Since you would probably anyways take craft wonderous item, you might want to make some necklace of fireball, they are pretty cheap to make.

Yes, this will have weaknesses, but you wanted as burny as possible
Also, it will take some tweaking, because I think that even with Intensified Spell, your CL will be higher than the max fireball allows.

For really optimized blaster spellcasters, I have two suggestions: The Admixture Blaster and the Sorcerer Fire Blaster. That's my two cents anyway.

Elemental Focus (Fire) and Greater Elemental Focus (Fire) stack with Spell Focus and would allow you to really up the save DC of your chosen spell for Spell Perfection. Let me show you what I mean:
Base DC for fireball- 13+Charisma
Base DC for fireball with Spell Focus (Evocation), Greater Spell Focus (Evocation), Elemental Focus (Fire), Greater Elemental Focus (Fire) and Spell Perfection (Fireball)- 21+Charisma.
Suddenly, evasion doesn't seem like such a big problem for you, because even if the monk or the rogue can take no damage on a successful save, your DC is going to be higher than their save bonus+11 most of the time, leading to even the dodgiest characters having less than a 50% chance of saving against your spell.
The Fire Blaster sorcerer is indeed a good build, but I only suggest it if you're starting at 7th level or higher, as the Crossblooded Archetype delays your spellcasting by another level (since sorcerers only learn 1 new spell at each even level, and the crossblooded sorcerer reduces that by 1), meaning you don't get access to new spell levels until you are a full two levels higher than a wizard, cleric or druid with the same spells. It's quite a pain, but the damage boost is nice.
