RAW:
Prerequisites: Base attack bonus +1, halfling.
Benefit: You can choose to take a –1 penalty to AC to gain a +2 bonus on melee damage rolls against creatures two or more size categories larger than you. When your base attack bonus reaches +4 and every four levels thereafter, the damage increases by 2. The bonus damage is multiplied in the case of a critical hit. You can only choose to use this feat when you declare that you are making an attack action or a full-attack action with a melee weapon. The effects last until your next turn.
Surely the intent is not for you to take a one-time -1 penalty to AC for an escalating damage bonus, correct?

Why not? A penalty to AC always hurts, while the importance of melee damage wanes in high-level play. At level 20 you get +10 points of damage. That's no big deal.
It's a nice feat, mind you.
Because in every other instance of bonuses that escalate every +4 BAB, so too does the penalty:
Reckless Abandon (rage power)
Combat Expertise (feat)
Power Attack (feat)
Deadly Aim (feat)
And that's just off the top of my head.

I'd guess it will have an errata. Otherwise finessers just found another reason to go halfling, as this could make up for a lot of damage, especially for a TWFer.
I wonder if Reduce Person would be worth it, the AoO for moving into their square vs applying the extra damage to Medium targets too.
Halfings must take reduce person potions to use it against meduim creatures though.
