Mike Brock said here that it should be around 10am PDT.
Sadly that's too late for me to grab it before I head off to my gaming club, where I have to help 4-6 PFS (and PFRPG) newbies to create new characters this evening...
Can't get it on a cell phone? Oh, just saw where you are, never mind.
I think the 4.1 guide should still be servicable. :-)

It doesn't go into effect until the 13th, IIRC. So it won't really impact your game night much.

I was just noticing you're across the pond, so it will be evening afore you get it.
My advice? Bring the 4.1 guide, and if you can download the 4.2 on the PDF check it yourself for any changes and let everyone else use the 4.1 Only worry if there are any changes like things becoming ineligible. IF there are any new things opened up (like we hear in rumours) it won't be the end of the world if they don't get to use them in their first character.
What are you running, scenario wise?

Also, remember, Mike has mentioned numerous times that there will be a rebuild option. So even if they do make something that won't be legal post 4.2, they'll be able to change it. At the PFS Q&A at PaizoCon they said you'd be able to change everything but your character number. Whether that holds true or not, we'll see in a few hours.

Here's a silly question then...
Will it affect characters played prior to the 16th?
For example, I'm going to be running TDWK III on the 18th, and we have a couple of PCs that have three scenarios under their belt as of saturday (8/4). Can they 'legally'* rebuild those characters on 8/16/12 before they play on 8/18/12?

Presuming the rebuild option is in there, and they qualify at the time they perform the rebuild, then it would be legal. Note that once they have played three scenarios, they're second level whether they have taken the time to adjust their character sheets or not.
It will depend on the exact verbiage in the Guide.
EDIT: minor typo

My understanding from Mike's stated motivation for the rebuild rules (corroborated by other statements later, though not directly confirmed) is that you can still rebuild after playing three scenarios. The idea was that a newbie who goes to a Con or something and plays (for instance) the First Steps series before getting a chance to do much else can go home and rebuild before arriving at the table for his fourth scenario.

This is how it was worded at the Paizocon panel.

Will that rebuild option extend to an established character whose current choices are invalidated?

Honestly folks, we're getting the blog up as soon as possible. When I say soon, it's because we aimed to have it up sooner and had a few loose ends to tie up so that when it goes up, it's done right and we can move on to other awesome things. But if Blizzard's success comes from their use of the word soon, then I totally did it on purpose to make Pathfinder Society's number of active players jump from the tens of thousands to the millions.

Sorry Purple Fluffy CatBunnyGnome the double hackbut is no longer legal for PFS.
Excuse me Mark while I audit your Bunny Protector.
So what else illegal do you have in your bag of tricks? *Suspicious look*

Just so long as we don't have to be permanently connected to the internet to play the game...
I just set up a new app on my iPhone to push notifications to me via the RSS feed on the Paizo blog so I'd know when the Guide goes up. I don't really see the problem with being permanently connected to the Internet.

It's coming, it's coming, it's coming ...
I can hear it ... it's just down the hall ... AAAaaaaargh!
:)
I think that I have hit "refresh" a dozen times now ... but, I'm happy with it. It's an eagerness that I seldom find any time else in my life, other than Christmas.
Not to mimic Howie23, but some of us remember the commercials ...
O-pen, O-pen, O-pen ...

My MMO guild uses that reference when we're waiting on a server reboot, or (even worse) launch of a new game. :)
Mark, I hope no one gives you the impression that they want things rushed for the sake of getting it out. While we're all excited and eager, we do appreciate the hard work you all do on these, and want it to be right just as much as you do. We kid and make fun of ourselves about it. :)

All my internet activity goes through my mobile phone, including working from home (over a VPN) and playing PFS on TTop/Skype. It works sufficiently well for that, but I'm not going to trust it to keep D3 playable. I'm not putting in a landline just for a game. :-)
