So you want a feat (or I do in this case) but there is a prerequisite of a skill rank of say 5. That means you have to be level 5 to even have a chance of meeting the requirement (I know this is probable the answer right here already).
There are feats that increase skill capabilities by +2 or even +3, and there is the matter of class skills which allows a +3 for checks on those skills.
Would it or could it or would anyone even allow one or some of these to help meet the given requirements?


Skill ranks are just that. Ranks, and you can never have more ranks in a skill than you have levels. Feats and being trained in a skill give you bonuses, but those bonuses are not ranks, and they do not count towards prerequisites for prestige classes, feats, etc.

Yep. What you're talking about are modifiers, and modifiers have no place in determining which feats you qualify for. There's no "help" to be had in qualifying, I'm afraid. You can qualify at level 5, when you have 5 ranks, and no sooner.

I have heard from some others that back in 3.5 the feats that boosted skills actually acted as skill points, so they could make it possible to pick up those feats earlier...That may explain some confusion.

That wasn't the case even in 3.5.

If you want to have a prestige class that requires a certain feat or a certain number of skill ranks as a prerequisite, can you obtain these at the same level you start the prestige class?

That is, if a prestige class requires Point Blank Shot and you take this feat at 5th level, can you then take the first level of the prestige class at 5th level or do you need to wait until 6th level? Or, if the class requires 5 ranks in a skill, same question.
