The spell increases your base speed by 30ft, not your final speed. You would increase the base speed of the human to 60ft (30ft racial + 30ft enhancement), then apply the reduction from armor for a total move speed of 40ft.
How did you come up with 40ft. ? Wouldn't it have been base 30 + 30 ER -10 fullplate = 50 ft.?

Heavy armor is not a flat -10ft, its reduction is based on the move speed of the creature to start. This is covered in Chapter 7 of core. The reduced speed is approximately two thirds (rounded up) of the normal speed.

Heavy armor/loads roughly reduce speed to 2/3 what it would be. So for a human (speed 30 normal) w/ expeditious retreat, it should be 40 ft speed due to armor.
For ease of use, the 3E section on encumbrance had a table for speed reductions due to medium/heavy load (it's the same as for medium/heavy armor) that made it simple to check your new speed for various "original" speeds.
