Final Relevation and Elven Oracle Favored Class

Oralces of every Mystery get a Final Relevation at level 20.

Elven oracles get the ability to pick on relevation and add 1/2 there level to it as a favored class bonus.

Could an Elven Oracle pick their Final Relevation for that. Basically levels 1-12 they take the favored class bonus of +1/2 level to final relevation and then at 14th level get their Final Relevation?

No, final revelation isn't a revelation as such. Otherwise it would be "revelation, blah blah, you must be a minimum of 20th level to take this revelation."

'Final Revelation' is a separate ability from 'Revelation'. They are similar, but are 2 different class abilities.

No, because it specifically says "the effects of" one revelation, nothing about making you able to qualify for said revelation earlier. And it would be pretty broken to get your Final Revelation at level 14 :-)

It's still a very good ability, and it can be used for some early entry tricks, especially with revelations that can be taken early but get very powerful effects later on.
